Chief of Administrative Services, Department of Homeland Security - 2004

  • Responsible for delivery of administrative services to the Department of Homeland Security, including facilities acquisition, facilities management, inventory management, records management, health and safety programs, environmental compliance, mail room, motor pool, fleet management and a executive service center.
  • Staff level was 38 FTE.
  • TSSCI Security Clearance granted in 2003.

Administrative Counsel to the Chief Administrative Officer (CAO)
of the U.S. House of Representatives
- 1995 to 2003

  • Provided legal advice to the CAO and Offices of the CAO.
  • Worked with Finance Office on numerous appropriations law issues, including Anti-deficiency Act, transfer and reprogramming, and appropriateness of expenditures.
  • Assisted in development and implementation of new financial system for House in 1995 and participating in process for implementation of replacement for that system.
  • Served as CAO liaison to Incident Command following anthrax attack, including attending daily meetings, crafting messages to House community, working with various Federal agencies to recover from positive anthrax hits in House buildings.
  • Project Manager for House mail recovery following anthrax attack. Worked with Mail Recovery Task Force to get mail and packages back to the House, including identifying and acquiring temporary and then permanent space for mail and package processing, obtaining approvals for proceeding with each phase of the process.
  • Represented CAO in resolution of contract disputes with vendors.
  • Represented CAO in personnel matters, including Office of Compliance cases in coor­dination with the Office of the House Employment Counsel.
  • Organized and managed process for development and approval of Personnel Policy for House Officers.
