- Taught ethics to housing authority and redevelopment agency commissioners and directors in New Jersey under contract with Rutgers University. Approved by the Committee on Standards of Official Conduct.
Principal, J. Michael Dorsey Law Firm - 1990 to 1994
- Represented clients in acquisition of properties from RTC and HUD.
- Represented clients in resolution of controversies with HUD, RTC and other Federal Agencies, financings, closings, workouts, refinancing, grant approvals, regulatory approvals, and Federal procurements.
- Successfully negotiated settlement of a claim by HUD for overpayment of subsidy.
- Defended numerous clients in limited denial of participation, suspension and debarment proceedings.
- Extensive experience in legal and regulatory requirements of the HUD multifamily mortgage insurance programs and the Section 8 programs.

- Represented a client in filing two bid protests concerning Federal procurement of office space, including environmental issues.
- Represented a client in connection with a contract with a public housing agency for demolition of a property.
- Established a branch office of a Kansas City law firm and developed systems for communication with other attorneys in the firm.
Acting Secretary - U.S. Department of Housing and Urban Development - 1989
- Responsible for transition from Reagan Administration to the first Bush Administration at HUD.
- Appointed by President George Bush to act as Secretary of HUD until Secretary Kemp was sworn in as Secretary of HUD.
